According to AGCOM, operators on its list must use age checks; AGCOM supervises the rules. For listed operators based in other EU countries, the Lazio administrative court annulled that part on 7 April 2026 (as of 20 October 2026).

What it asks for

According to AGCOM (delibera 96/25/CONS of 8 Apr 2025), operators on AGCOM’s list must use its “double anonymity” model: an independent certified third party confirms age, and the site does not learn who the user is. This applies since 12 November 2025 to Italian and non-EU operators on the list. On 7 April 2026 the Lazio administrative court annulled the part that applied it to operators based in other EU countries; for them, AGCOM first has to go through their home country and the European Commission (TAR Lazio, judgment 6283/2026; as of 20 October 2026).
